Hoyt Street Yards: Railyard to Urban Neighborhood

For 15 years, Richard Allan has worked with Hoyt Street Properties, LLC, the developer that is transforming a former railyard into a high-density residential and commercial neighborhood and the focal point of Portland’s renowned Pearl District. Richard has provided comprehensive advice to the developer with regard to extensive soil and groundwater contamination issues associated with over 80 years of railroad fueling and repair operations on the site.

That work for Hoyt Street Properties has included: negotiation of a settlement agreement with the railroad company responsible for the contamination; negotiation and implementation of a Consent Decree with the Oregon Department of Environmental Quality and the railroad company to facilitate the remediation and redevelopment of the site; advice on environmental issues in the development and disposition of city blocks for condominium, apartment, commercial and public park development.
