Russell’s practice focuses on environmental and natural resources litigation, and environmental permitting for facilities and projects in the Pacific Northwest and Alaska. Russell has particular experience with stormwater compliance issues, and represents clients in litigation arising under the Clean Water Act, CERCLA, MTCA, and other federal and state environmental laws.
Russell earned his Juris Doctor, summa cum laude, from Vermont Law School, where he was Managing Editor of the Vermont Law Review and a National Moot Court Competition team member. He received his Bachelor of Arts in Natural Resources from the University of the South (Sewanee). Prior to joining Marten Law, Russell served as a legal intern with the RCRA Enforcement Division of the Environmental Protection Agency in Washington, D.C. and a full-time intern law clerk at the Vermont Supreme Court. Following law school, Russell also served as law clerk in the State of Alaska Superior Court.
Representative Experience
- Prosecuting environmental insurance claims on behalf of a gasoline distributor at over 50 former gasoline stations located throughout the Pacific Northwest;.
- Assisted a municipality in a multi-million dollar cleanup of a contaminated landfill, including development of a strategy for pursuing other parties with potential liability for site contamination.
- Assisted in defending a mining, smelting, and refining company in an evidentiary estimation hearing in connection with the largest environmental bankruptcy case in United States history.
- Assisted a developer in a Clean Water Act citizens suit involving alleged filling of wetlands.
