Laura B. Fandino, Ph.D.
Laura’s practice focuses on environmental, and natural resource litigation, and compliance counseling for private and public clients. She has experience with cases arising under the Clean Water Act, Rivers and Harbors Act, Endangered Species Act, and MTCA/CERCLA. She also possesses concentrated knowledge in ocean resources issues, and holds a PhD in Marine Biology from Scripps Institution of Oceanography. Prior to joining Marten Law, Laura worked as a legal/policy advisor for the California Coastal Conservancy.
Representative Cases Include:
- Successfully appealed U.S. Army Corps of Engineers' denial of landowners' permits under the Clean Water Act and Rivers and Harbors Act for the construction of seawalls in Alaska.
- Negotiated a consent decree with the Washington Department of Ecology to help a private client with a $40 million cleanup of a contaminated shoreline.
- Represents a municipality in a challenge to a federal Commission’s approval of a tribal gaming ordinance under the APA and IGRA.
- Successfully defended a Public Utility District (“PUD”) in a SEPA lawsuit concerning the PUD’s proposed power transmission line project in the Methow Valley in Eastern Washington.
- Represented a private client in a CWA challenge by an environmental group to development on Bainbridge Island.
